Mnangagwa Makes Mini-Cabinet Reshuffle, Moves Muswere to Skills Audit Ministry

President Emmerson Mnangagwa has announced a mini-Cabinet reshuffle, reassigning Dr Jenfan Muswere from the Ministry of Information, Publicity and Broadcasting Services to the Ministry of Skills Audit and Development.

Dr Zhemu Soda has been appointed as the new Minister of Information, while Professor Paul Mavima has been moved to head the Ministry of National Housing and Social Amenities.

Immediate Effect

The changes were confirmed in a press statement issued on 11 February 2026 by the Ministry of Information, Publicity and Broadcasting Services under the banner “Re-Assignment of Ministers.”

The statement reads:

“In terms of Section 104, Subsection (1) of the Constitution of Zimbabwe, His Excellency the President, Dr Emmerson Dambudzo Mnangagwa, has re-assigned the under-listed Ministers as follows:

Hon. Dr. Jenfan Muswere: Minister of Skills Audit and Development
Hon. Prof. Paul Mavima: Minister of National Housing and Social Amenities
Hon. Dr. Zhemu Soda: Minister of Information, Publicity and Broadcasting Services

The re-assignments are with immediate effect.”

The statement was signed by Chief Secretary to the President and Cabinet, Dr Martin Rushwaya.

Portfolio Changes

Under the reshuffle:

Dr Jenfan Muswere moves from Information to head the newly emphasized Skills Audit and Development portfolio.

Dr Zhemu Soda takes over the Information Ministry with immediate effect.

Professor Paul Mavima assumes leadership of the National Housing and Social Amenities Ministry.

No reasons were provided in the official communication for the changes, and there was no indication whether further Cabinet adjustments are expected.

Constitutional Basis

The reassignments were made in accordance with Section 104(1) of the Constitution of Zimbabwe, which grants the President authority to appoint and reassign ministers.

The changes took effect immediately on 11 February 2026.
